F$anta Ana Citmats Acttcn Plan' <br />Community -wide Energy Measures (A) <br />Benchmarking is tracking the energy performance of <br />commercial buildings on an ongoing basis, and identifies <br />those buildings where performance is less than ideal. The <br />Energy Star Portfolio Manager (Portfolio Manager)" is a free <br />tool for benchmarking, and gives an <br />energy performance score between 1 <br />and 100. A score of 75, for example, <br />means that the building performs <br />better than 75% of similar buildings. <br />Retrocommissioning is testing and <br />tuning building systems to ensure they <br />are operating as designed. <br />For this measure the City would pass <br />an ordinance requiring that all non- <br />residential buildings larger than 10,000 <br />square feet report their Portfolio <br />Manager results every seven years, and that buildings with <br />a score of less than 75 must complete retrocommissioning. <br />The building owner would be required to submit a Portfolio <br />Manager report and, if needed, a retrocommissioning report to <br />the City every seven years as part of business license renewal. <br />Similar ordinances have been passed by New York City and <br />Washington DC11 and ordinances are under development by <br />the cities of Los Angeles and Santa Monica. <br />Retrocommissioning costs range from $0.13 to $2.00 /square <br />foot, but the energy savings pay back these costs in a few <br />months to two years.
