�72 _ chapter A Implementation and Monitoring Strategy <br />Eval.uation and Monitoring <br />There are three components to evaluation and <br />monitoring: 1. tracking the implementation <br />status of individual measures; 2. measure- <br />ment and estimation of emissions reduction <br />associated with individual measures; and <br />3. periodic re- inventory of community -wide <br />emissions. Progress reports and re- invento- <br />ries may show the need to update or revise <br />the CAP. For example, if a measure is not <br />able to be implemented as proposed or if the <br />inventory shows emissions are not decreasing <br />as expected, it may be necessary to introduce <br />new measures to meet emissions reduction <br />goals. CEQA guidelines establish the require- <br />ment to "monitor the plan's progress... and to <br />require amendment if the plan is not achieving <br />specified levels." <br />Tracking Implementation Status <br />The City will publish a periodic progress re- <br />port that details the status of each measure in <br />the CAP. For measures that involve passing a <br />new policy, the report will list those that have <br />been passed and if necessary, describe any <br />challenges encountered with any that have <br />been delayed. For measures such as rebates, <br />incentives, and financing programs, the report <br />will include information such as the number <br />of rebates distributed, the type of work that <br />was performed, and estimated energy and <br />emissions savings calculated by the entity <br />performing the work. This data will need to <br />be provided by SCE, SCG or the company <br />operating the incentive or financing program. <br />Establishing clear and regular processes for <br />transferring this data from each partner will <br />facilitate inclusion in the progress report. For <br />measures addressing new developments the <br />report will include information on the number <br />and size of new developments incorporating <br />the measure and related information on the <br />number of vehicle trips impacted. <br />-3 "State CEQA Guidelines." Section 15183.5 (b) (1) (E). <br />Measurement and Estimation <br />of Emissions Reduction <br />The data on energy savings from individual <br />measures collected for the implementation <br />status report described above can also be <br />used to calculate the emissions reduction. <br />Where energy savings data is available, but <br />the emissions reduction is not already calcu- <br />lated by a partner organization, the City will <br />calculate this reduction during the periodic <br />re- inventory process (see below). The State- <br />wide Energy Efficiency Collaborative (SEEC) <br />ClearPath California tool will be utilized to <br />calculate this reduction. <br />Periodic Re- inventory <br />Conducting a periodic re- inventory and com- <br />paring the results with past inventories will <br />show how Santa Ana community emissions <br />are changing overall, and whether they are <br />on track to meet the adopted goals. A re- <br />inventory for calendar year year 2017 will be <br />completed in 2018. This will allow some time <br />for CAP measures to begin taking effect, but <br />also provide information ahead of the 2020 <br />goal year. After that, a re- inventory will be <br />completed every three to five years through <br />support staff and consultant expertise. Free <br />resources available through the SEEC, includ- <br />ing training and the SEEC ClearPath California <br />tool, will assist City staff in completing these <br />inventories. <br />As part of the re- inventory the City staff, sup- <br />ported by consultant expertise, will explore <br />looking at changes in residential and com- <br />mercial energy use normalized for weather and <br />other factors such as energy prices. Features <br />in future versions of the SEEC ClearPath Cali- <br />fornia tool may help with this analysis. Looking <br />at indicators such as energy use per person or <br />per square foot, or vehicle -miles per person will <br />also help explain why emissions are changing. <br />75B -80 <br />
