Receive and file report on City's El Nino Emergency Preparation Plan for 2015 -2016. <br />2. Adopt Urgency Ordinance updating Santa Ana Municipal Code Sections regarding the <br />City's emergency procedures and the declaration of an emergency. <br />3. Authorize the City Manager to approve up to $250,000 in expenditures for El Nino related <br />services based on a pre - qualified vendors list, subject to non - substantive changes by the <br />City Manager and the City Attorney. <br />DISCUSSION <br />NOAA, the National Oceanographic and Atmospheric Administration, is forecasting the arrival of <br />El Nino weather conditions. Scientists predict that the El Nino conditions may: 1) produce rain <br />generating water flow that will exceed the capacity of existing storm water infrastructure causing <br />flooding; 2) create significant property damage; and 3) cause threats to health and safety. State <br />emergency planning officials are encouraging cities to prepare for anticipated storms. <br />City staff is preparing plans which will be described in a brief report to the City Council (Exhibit 1). <br />In planning and preparing, staff reviewed the City's emergency procedures set forth in the Santa <br />Ana Municipal Code. The Municipal Code provisions concerning the declaration of emergencies <br />and emergency procedures should be updated to reflect modern emergency service planning <br />and the current state of public safety staffing based on the City's contract with the Orange County <br />Fire Authority and the relationship with an OCFA Division Chief responsible for the administration <br />of emergency responses in the City. <br />50A -1 <br />
