El Nino Plan, Urgency Ordinance, <br />Funding Authorization and Pre - Qualified <br />Vendors for Emergency Services <br />December 15, 2015 <br />Page 3 <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #1 — Community Safety, Objective <br />#2 (Broaden communications, information sharing and community awareness of public safety <br />activities), Strategy E (Update the City's Emergency Operation Center (EOC) emergency <br />preparedness plan to include a community evacuation strategy to respond to natural disasters.) <br />FISCAL IMPACT <br />Funding for El Nino related emergency events has been identified in the Catastrophic Reserve <br />balance, in an amount not to exceed $250,000 for the period FY 2015 -2016 (December — June <br />30, 2016). If expenditures related to the El Nino storms are not incurred by the close of the fiscal <br />year -end June 30, the assigned funds will be re- assigned back to the above - referenced account. <br />Any future emergency related expenditures will be budgeted and available in the respective fiscal <br />year during the budget process. <br />While it is difficult to predict the extent of an emergency or whether El Nino storms will even <br />materialize, staff believes it would be prudent to authorize the funding. <br />APPROVED AS TO FUNDS AND ACCOUNTS: <br />a <br />Sonia R.
