In order to accomplish this <br />task, the City Council approved a Base Agreement in August 1986 which set <br />forth objectives for the use of funds. <br />The District has identified the French Street site, currently the District's <br />administrative offices, for conversion to a new elementary school. State <br />School Building Program Phase II approval of this site has been delayed by the <br />State Department of Education (SDE) due to concerns over the safety of the <br />City water tower which is on the proposed site. The District is requesting <br />funds for a structural engineer to assist in securing Office of the State <br />Architect (OSA) approval of the City water tower. SDE has agreed to approve <br />the site for educational purposes if OSA certifies the tower's structural <br />integrity. <br />The City implemented a seismic retrofit of the tower in 1988. However, this <br />retrofit was not completed under OSA supervision. Therefore, it will be <br />necessary for OSA to establish the standards to be used in analyzing the tower <br />and then to examine the retrofit work, including various drawings and test <br />results, before it will grant its approval. In a worst -case scenario, OSA may <br />require various improvements to the tower before certifying its integrity in <br />an earthquake. It is impossible, at this time, to estimate what the cost to <br />make such changes could be. <br />ME <br />C.S. 383 <br />
