REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JANUARY 19, 2016 <br />TITLE: <br />AMEND THE PROFESSIONAL SERVICES <br />AGREEMENT WITH ITERIS, INC., FOR <br />HARBOR BOULEVARD TRAFFIC SIGNAL <br />SYNCHRONIZATION (PROJECT NO. 156828) <br />(STRATEGIC PLAN NO. 6, 1B) <br />t <br />111111 d 9 6 / <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1st Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Approve the amendment to the professional engineering services agreement with Iteris, Inc., to <br />integrate an emergency vehicle preemption system as part of the Harbor Boulevard Corridor <br />Traffic Signal Synchronization Project at the cost of $89,100 and an additional 12 months, which <br />increases the total agreement amount to $844,100 and extends the expiration date to December <br />31, 2019, subject to non - substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />On January 20, 2015, the City Council approved a cooperative agreement with the Cities of <br />Garden Grove, Fountain Valley, and Costa Mesa to implement the Harbor Boulevard Traffic <br />Signal Synchronization Project at a cost of $1,852,000. The cooperative agreement identifies the <br />City of Santa Ana as the lead agency for implementing the project. The project will provide traffic <br />signal improvements and timing, and will maintain the interjurisdictional traffic signal <br />synchronization of the Harbor Boulevard corridor for a three -year period. At the end of the three - <br />year project, responsibility for ongoing signal timing maintenance will revert to the respective local <br />agencies. <br />On April 21, 2015, a three -year contract was awarded to Iteris, Inc., in an amount not to exceed <br />$755,000 for the design of traffic signal timing and implementation of system improvements. <br />During the design process, it was determined that the emergency vehicle preemption system <br />(EVPS) components could be procured more cost effectively by the design consultant, compared <br />to a construction contractor. Doing so would avoid the standard 15 percent equipment markup <br />that contractors charge Therefore, staff recommends amending the agreement with Iteris, Inc., to <br />include EVPS implementation for $89,100, which increases the total agreement to $844,100. In <br />addition, due to the additional design effort related to implementing the EVPS, staff also <br />recommends extending the contract for 12 months to December 31, 2019.
