The applicant will <br />construct and sell all five units, representing 100 percent of the proposed development, to low- or <br />moderate - income households, thus increasing the total supply of affordable units available for that <br />level of affordability. As proposed, the project will be consistent with the purpose of the A -1 zoning <br />district, which allows single - family residential development. With the approval of the deviation <br />requested by the applicant, the project will comply with all applicable development standards <br />established in the A -1 zoning district and the guidelines within the Citywide design standards. <br />Additionally, the project will be consistent with purpose of the General Plan Land Use Element and <br />Housing Element, as it will further the goals and policies of the plan and not obstruct their attainment. <br />Public Notification <br />The project is located within the boundaries of the Riverview West Neighborhood Association. <br />Staff contacted the president of the Riverview West Association to ensure that he was notified of <br />this project and to identify any areas of concern. The president identified no concerns with the <br />proposed project. The project site was also posted with a notice advertising this public hearing, a <br />notice was published in the Orange County Reporter, and mailed notices were sent to all property <br />owners and tenants within 500 feet of the project site. At the time of this printing, no <br />correspondence, either written or electronic, had been received from any members of the public. <br />CEQA Compliance <br />In accordance with the California Environmental Quality Act, the proposed project is categorically <br />exempt from CEQA review per Section 15332. The Class 32 exemption applies to projects <br />characterized as infill development meeting the following conditions: <br />• The project is consistent with the applicable general plan designation and all applicable general <br />plan policies as well as with applicable zoning designation and regulations, including the State's <br />Density Bonus Law. <br />• The proposed development occurs within city limits on a project site of no more than five acres <br />substantially surrounded by urban uses. <br />• The project site has no value as habitat for endangered, rare or threatened species. <br />• Approval of the project would not result in any significant effects relating to traffic, noise, air quality, <br />or water quality. <br />• The site can be adequately served by all required utilities and public services <br />32A -7 <br />
