REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />JANUARY 19, 2016 <br />TITLE: <br />AMENDMENT TO DEPUTY CITY MANAGER <br />CLASSIFICATION AND COMPENSATION <br />PLAN (STRATEGIC PLAN NO. 7,6) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />As Amended <br />d Ordinance on 1't Reading <br />[] Ordinance on 2nd Reading <br />n implementing Resolution <br />® Set Public Hearing For <br />CONTINUED TO <br />FWWWRENART40 <br />Adopt a resolution that reestablishes the Basic Classification and Compensation Plan for <br />classifications of employment designed as unrepresented Executive Management and amends <br />the Fiscal Year 2015 -16 Annual Budget. <br />DISCUSSION <br />In 2014 and again in 2015, the Personnel Services Department conducted recruitments to hire a <br />Deputy City Manager. In both cases, it was determined that the recruitments did not produce a <br />sufficient number of satisfactory candidates to make a selection. As a result, the Personnel <br />Services Department conducted a review of the duties, responsibilities and compensation <br />assigned to the Deputy City Manager job classification (Exhibit 1). <br />This analysis indicated that Santa Ana's classification is undercompensated in relation to similar <br />positions in eleven comparable cities. As this position is instrumental to the effective <br />management of City operations, the salary rate assigned to this classification must be <br />competitive in the labor market to attract and retain candidates. Therefore, the City Manager is <br />requesting a 10% equity increase for Deputy City Manager in order to attract the highest quality <br />candidates in subsequent recruitments and establish a compensation level commensurate with <br />comparable classifications in agencies of similar size and complexity. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item allows the City to meet Goal #7 — Team Santa Ana, Objective #6 - (Provide <br />a positive workplace environment that supports the health of its employees and celebrates its <br />success and Goals). <br />55C -1 <br />
