Authorize the City Manager and Clerk of the Council to award a contract to Siemens Industry, <br />Inc., the lowest responsive bidder, in accordance with the bid in the amount of $596,076 for <br />the installation of pedestrian countdown heads and push buttons throughout the city, and <br />authorize the City Manager and Clerk of the Council to execute the contract, subject to non - <br />substantive changes approved by the City Manager and City Attorney. <br />2. Approve an appropriation adjustment recognizing $101,822 from the Highway Safety <br />Improvement Program funds into the Select Street Construction revenue account and <br />appropriating the same to the Select Street Construction Expenditure account. <br />3. Approve the Project Cost Analysis for a total estimated project delivery cost of $745,096, <br />which includes the contract base amount, administration, inspection, testing, and a 10 <br />percent contractual contingency of $59,608, subject to non - substantive changes approved by <br />the City Manager and City Attorney. <br />DISCUSSION <br />The recommended action will improve pedestrian safety and enhance compliance with the <br />Americans with Disabilities Act. Traffic signals at selected intersections throughout the city <br />(Exhibit 1) will be upgraded with pedestrian countdown heads using the latest technology to <br />display a countdown of time remaining for pedestrians to complete crossing the roadway. In <br />addition, pedestrian push buttons will be lowered so that they are more accessible to all <br />pedestrians and easier to actuate. Once completed, these improvements will increase safety for <br />pedestrians while promoting more walking and bicycling throughout the city. <br />A Notice Inviting Bids was advertised on November 9 & 10, 2015, and bids were opened on <br />December 1, 2015.
