which is a categorical exemption applying is projects that implements <br />State law to protect water resources. Categorical Exemption <br />Environmental Review No. 2015 -114 will be filed for this project. <br />B, The following findings have been made as referenced in CEQA, Section <br />15300.2: <br />Significant effect. The project shall not be used for an activity where <br />there is reasonable possibility that the activity will have a significant <br />effect on the environmental due to unusual circumstances. <br />The proposed Water Efficiency and Landscape Ordinance <br />and Guidelines will help to conserve natural resources, <br />reduce water use, and promote a sustainable environment. <br />Thus, the policy amendments are not anticipated to have any <br />unusual or significant effect on the environment. <br />2. Scenic Highways. The project shall not result in damage to scenic <br />resources, including but not limited to, trees, historic buildings, rock <br />outcropping, or similar resources, within a highway officially <br />designated as a state scenic highway. <br />The proposed Ordinance and Guidelines will influence the <br />landscape and irrigation practices throughout the city, <br />including the locally designated scenic corridors. However, <br />the City of Santa Ana does not include an official state scenic <br />highway listings. Therefore, there will be no impact or <br />damage to a state scenic resource related to the proposed <br />water conservation and efficiency ordinance and guidelines <br />reduction. <br />Hazardous Waste Site. The project shall not be located on a site <br />which is included on any list compiled pursuant to Section 65962.5 <br />of the Government Code. <br />The proposed Santa Ana Water Efficiency Landscape <br />Ordinance and Guidelines are citywide in nature, directing <br />water conservation practices for future new and rehabilitated <br />landscape development projects. Thus, consultation of The <br />Official Hazardous Waste and Substance Site "Cortese" list <br />for specific sites was not applicable for this proposed <br />ordinance. <br />4. Historic Resources. The project may not cause substantial adverse <br />change in the significance of a historical resource. <br />As stated in Section 1.2 of the proposed Santa Ana Water <br />Efficiency Landscape Guidelines, the Guidelines do not <br />Ordinance No. NS -XXX <br />Page i of 9 <br />11 B -9 <br />
