Thankyou!) <br />Dear Honorable Members of the City Council, <br />Thank you for you continued service to the great City of Santa Ana. I write to you this afternoon regarding an agenda item on <br />tonight's city council meeting agenda. <br />I'm referring to item 75A under public hearings. My specific concern is the 3rd item under recommended actions that reads, <br />"Option to consider modifying proposed Development Agreement to direct the in -lieu fees as recommended by the Planning <br />Commission." As I read through the staff report I noticed that this included directing in -lieu fees to the Amcal development <br />being proposed on East 1st Street. <br />I wanted to express my strong opposition to this item. As far I understand, both as policy and intent, the City of Santa Ana <br />should use and RFP process to award these types of in -lieu fees to the most qualified and excellent projects. That keeps things <br />transparent and fair. It also guarantees that the best developments will be selected through a consistent process. I would <br />recommend that the city reconsider this action and have the money flow through the RFP process. If it does not go through <br />the RFP process, it will set a precedent on how these things can be done and significantly confuse the process for both market <br />rate and affordable housing developers. As you all know, developers put a very high value on certainty and consistency of <br />process. It also creates the appearance of non -transparency. <br />Also, it is important to note that this project is 18 acres. Developments of this size and scope rarely happen in our city. That <br />being the case, the in -lieu fee is uniquely large. For this reason, these funds deserve to go through the RFP process even more <br />than others, considering the powerful impact they could have on bringing more quality affordable housing developments to <br />Santa Ana. <br />
