will be to accomplish the above through volunteers; however, qualified <br />employees may be directed to be on standby if the number of volunteers is <br />insufficient. <br />In addition to Standby Pay, if an employee is able to handle the incident. by phone <br />or other electronic moans without reporting to duty, he shall be entitled to <br />overtime pay at the rate of 15 minutes or actual time spent per incident whichever <br />is greater, paid at time and one -half (T 1(2) per incident. <br />Additional Standby Pay programs may be implemented with the approval of the <br />Deparhnant Head and City Manager, <br />5,5 Temporary Upgrade Assienment Pad, In order to provide an equitable method of <br />compensating employees who are assigned temporarily to a vacant, Fttll-time, budgeted, <br />higher -level position the fallowing shall apply; <br />A. General Guidellnes. <br />Temporary Upgrade Assignments shall be limited to the temporary filling <br />of vacant, fall -throe, budgeted positions due to the termination, promotion <br />or authorized long -tern absence of the incumbent. A temporarily vacant <br />position need not be a position without an incumbent. <br />2. Each such assignment may be terminated at any time, but in no event shall <br />such assignment continue beyond one hundred eighty (180) days of snob <br />assigmnent. <br />3. Prior to reconuncnding to the City Manager that a pay differential for a <br />Temporary Upgrade Assignment be granted, the Department Head shall <br />snake the following determinations; <br />a, The duties and responsibilities of the position to be filled are of <br />such nature that they cannot remain unassigned pending the return <br />to duty of the absent incumbent or preparation of an eligible list <br />whichever is applicable. <br />b. It is not practical to assign the duties of the vacant position to any <br />other employee or employees in the same or higbor classifroation, <br />Q. The City Manager or his designee must give writton approval of all <br />Temporary Upgrade Assignments involving an increase in pay for the <br />appointee. <br />20 <br />25A -24 <br />
