Facts and <br />B, Findings <br />The City finds that: <br />The Heritage Mixed Use project would not result in substantial soil erosion or the loss of topsoil, <br />significant cumulative impacts related to geology and soils, or significant cumulative impacts related to <br />soil erosion. Thus, these geology and soils related impacts would be less than significant, and no <br />mitigation measures arc necessary, <br />Greenhouse Gas Emissions <br />A. Facts <br />I. The project would not result in substantial greenhouse gas (GHG) emissions during construction. <br />The project's total estimated GHG emissions from construction would be much less than the <br />emissions threshold. As a result, GHG emissions related to construction activities would be less <br />than significant. <br />2. The project would not result in conflict with a California Air Resources Board (CARB) Scoping <br />Plan policy or regulation adopted for the purpose of reducing the emissions of greenhouse gases. <br />Out of the Recommended Actions contained in CARB's Seeping Plan, the actions that are most <br />applicable to the project would be related to energy efficiency, green buildings, and water use <br />efficiency, The project would be designed to comply with the CalGreen Code to ensure that <br />resources (energy, water, etc.) would be used efficiently. Therefore, the proj ect would result in less <br />than significant impacts related to CARB's Scoping Plan. <br />3. The proj ect would not result in conflict with a Southern California Association of Governments <br />(SCAG) 2012 -2035 Regional Transportation Plan/Susta suable Communities Strategy (RTP /SCS) <br />policy or regulation adopted for the purpose of reducing the emissions of GHG. The project would <br />be consistent with the applicable RTP /SCS goals, which includes goals related to the protection of <br />the environment and health of residents by improving air quality and encouraging active <br />transportation (non - motorized transportation, such as bicycling and walking). The project is <br />consistent with this goal because it would include bicycle and pedestrian connectivity between the <br />onsite residential, retail, restaurant, park, recreation, and office uses. In addition, applicable <br />RTP /SCS goals include encouraging land use and growth patterns that facilitate transit and non- <br />motorized transportation, The project is consistent with this goal because it is located adjacent to <br />existing public transportation that provides connectivity to nearby regional Metrolink transit, <br />B.
