12. The Final EIR prepared in connection with the proposed project <br />sufficiently analyzes both the feasible Mitigation Measures <br />necessary to avoid or substantially lessen the proposed project's <br />potential environmental impacts and a range of feasible alternatives <br />capable of eliminating or reducing these effects in accordance with <br />CEQA and the State CEQA Guidelines. <br />13. All of the findings and conclusions made by the City Council <br />pursuant to this Resolution are based upon the oral and written <br />evidence presented to the City Council as a whole and not based <br />solely on the information provided in this Resolution. <br />14. Prior to taking action, the City Council has heard, been presented <br />with, reviewed and considered all of the information and data in the <br />administrative record, including the Final EIR, and all oral and <br />written evidence presented to it during all meetings and hearings, <br />all of which is incorporated herein by this reference. <br />15. The City has not received any comments or additional information <br />that produced substantial new information requiring recirculation or <br />additional environmental review under Public Resources Code <br />sections 21166 and 21092.1 and State CEQA Guidelines section <br />15088.5. <br />E. General Plan Amendment No. 2015 -03 has been filed to amend the General <br />Plan to change the land use designation from Professional and <br />Administrative Office (PAO) to District Center (DC). <br />1. Currently, the land use designation for this site is Professional and <br />Administrative Office (PAO), which allows office development and <br />ancillary commercial uses. This project will require amendments to <br />the Land Use Element, including amending the General Plan Land <br />Use designation to District Center (DC) with a General Plan floor area <br />ratio of 1.70. The floor area ratio was derived from the size of the <br />proposed buildings as well as the square footage of the existing <br />structures on the site. <br />2. The proposed project will be consistent with several goals and <br />policies of the recently adopted Housing Element. First, the project <br />is consistent with Goal 2, which encourages diversity of quality <br />housing, affordability levels, and living experiences that <br />accommodate Santa Ana's residents and workforce of all <br />household types, income levels and age groups to foster an <br />inclusive community. Second, the project supports Goal 4, to <br />provide adequate rental and ownership housing opportunities and <br />supportive services. Further, the project is consistent with Policy <br />HE -2.2 to create District Centers with high intensity, mixed -use <br />Resolution No. 2016 -012 <br />Page 4 of 10 <br />
