In addition, Goals 3 and 5 require preservation of <br />neighborhood character and integrity as well as mitigation of developments' impacts. The monopole's <br />location behind the existing self- storage building minimizes visual impact on the area and assists with <br />screening the facility from pedestrian and vehicular traffic along MacArthur Boulevard, while the <br />planting of two eucalyptus trees to the west of the facility will assist with screening the monopole from <br />Santa Ana River Trail users, Further, Policy 2.2 encourages land uses that accommodate the City's <br />needs for services. Enhancing a cell phone provider's coverage in the area adds to the services that <br />are readily available for business owners, workers, and residents in the immediate vicinity. <br />Public Notification <br />The project site is located near the western boundary of the City and is not within or near the <br />boundaries of any neighborhood association. Staff notified the Cities of Fountain Valley and Costa <br />Mesa of the proposed major wireless facility, who have not identified any concerns with this <br />project. The project site was posted with a notice advertising this public hearing, a notice was <br />published in the Orange County Reporter and notices were sent to all property owners and <br />occupants within 500 feet of the project site. At the time of this printing, no correspondence, either <br />written or electronic, had been received from any members of the public. <br />CEQA Compliance <br />This project was reviewed in accordance with the Guidelines for the California Environmental <br />Quality Act. The project is exempt from further review pursuant to Section 15303, This Class 3 <br />exemption allows in -fill developments for the construction and location of limited numbers of new, <br />small facilities or structures; the installation of small new equipment and facilities in small <br />structures; and the conversion of existing small structures from one use to another. <br />The wireless facility is a new, small facility that has been found by the City's development review <br />agencies to not create any adverse impacts. The wireless facility is proposed to be located on a <br />site that is not designated by federal, state, or local agencies to be an environmental resource of <br />hazardous or critical concern. The cumulative impact of this project will not be significant as there <br />are no other wireless facilities currently on or near the site, the property is already served by roads <br />and utilities, and will not create any adverse impacts such as noise, traffic, or safety concerns. <br />There is no reasonable possibility that the project will have a significant effect on the environment <br />due to unusual circumstances. The project is not located within a highway officially designated as <br />a state scenic highway and will not result in damage to scenic resources. The project is not <br />located on a site which is included on any list compiled pursuant to Section 65962.5 of the <br />Government Code. Lastly, the project is not proposed on a site that is considered a historical <br />resource or that is listed in the Santa Ana Register of Historic Properties. As a result, Categorical <br />Exemption Environmental Review No. 2014 -56 will be filed for this project. <br />31A-5 <br />
