• Coordination of Inves tments — resources must be allocated to address the most critical <br />capability needs as identified in their SPR and coordinated among affected preparedness <br />stakeholders. <br />• Transparency — stakeholders must be provided visibility on how preparedness grant <br />funds are allocated and distributed, and for what purpose. <br />• Substantive Local Involvement— the tools and processes that are used to inform the <br />critical priorities, which DHS /FEMA grants support must include local government <br />representatives.
