LS 1.20.16 <br />RESOLUTION NO. 2016 -01 <br />A RESOLUTION OF THE PLANNING COMMISSION OF <br />THE CITY OF SANTA ANA APPROVING SITE PLAN <br />REVIEW NO. 2016 -01 AS CONDITIONED FOR A NEW <br />MIXED -USE RESIDENTIAL AND COMMERCIAL <br />DEVELOPMENT ON THE PROPERTY LOCATED AT 3630 <br />WESTMINSTER AVENUE <br />BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF <br />SANTA ANA AS FOLLOWS: <br />Section 1. The Planning Commission of the City of Santa Ana hereby finds, <br />determines and declares as follows: <br />A. LaTerra Development, LLC, is requesting approval of Site Plan Review <br />No. 2016 -01, as conditioned, to allow the construction of a new mixed - <br />use residential and commercial development at 3630 Westminster <br />Avenue. <br />B. The proposed project consists of 228 residential units within three four - <br />story residential buildings and a five -story residential building; a six -story <br />parking structure; and, 4,248 square feet of commercial space. The <br />proposal also includes 37.1 percent of the 3.91 acre site to be dedicated to <br />common open space and recreational uses. <br />C. On November 12, 2015, a meeting was held at Santiago High School <br />pursuant to the Sunshine Ordinance. <br />D. On January 25, 2016, the Planning Commission of the City of Santa Ana <br />held a hearing and at that time considered all testimony, written and <br />oral. <br />E. Section 7 -1 of the Harbor Mixed Use Transit Corridor Plan requires a <br />review by the Planning Commission of all site plans where the proposed <br />structures are over three (3) stories in height. <br />F. The zoning designation for the subject property is Transit Node North <br />(TNN) in the Harbor Mixed Use Transit Corridor Plan. <br />G. Based on the following review, the project has been determined to be in <br />compliance with all applicable provisions and development standards <br />outlined within the Transit Node North (TNN) in the Harbor Mixed Use <br />Transit Corridor Plan: <br />1. That the proposed development plan consistent with and will <br />further the objectives outlined in Section 1 of the Harbor Mixed Use <br />Resolution No. 2016 -01 <br />Page 1 of 4 <br />
