MINUTES OF THE SPECIAL MEETING OF THE <br />CODE OF CONDUCT AND ETHICS <br />AD HOC COUNCIL COMMITTEE <br />JUNE 7, 2012 <br />Meeting convened at Police Community Room, 60 Civic Center Plaza, Room 831, <br />Santa Ana, CA at 6:25 p.m. <br />In attendance were Committee Members Sal Tinajero (Chair) and Vince Sarmiento and <br />Staff members Jose Sandoval (Legal Counsel) and Maria D. Huizar (Recording <br />Secretary) <br />AGENDA ITEMS <br />1. DISCUSSION AND CONSIDERATION OF SUNSHINE ORDINANCE <br />Representatives from SACReD presented a proposed Sunshine Ordinance and <br />outlined perceived benefits to the community. <br />Staff presented matrix with staff analysis and practical implications on proposed <br />policy; noted that it was an expansion of the Brown Act, Public Records Act and <br />other existing State laws and regulations. <br />The following residents spoke on the matter: <br />• Elizabeth Brogdon, student at California State University, Fullerton, <br />commented on need for community involvement in decision making; need for <br />oversight commission. <br />• Tixoc Ventura, information needs to be accessible before decisions made; <br />proposed library closure should have public input. <br />• Flor Garcia, opined that sunshine ordinance would improve health and <br />obesity rates; need to improve public participation and open calendars for <br />transparency purposes. <br />• Lara Montagne, representing the Grain Project, concerned that Station <br />District project did not include public input or outreach efforts. <br />• Adriana Reza, student at Cal. State Fullerton, proposed sunshine ordinance <br />would deliver information on health related issues. <br />• Jeannette Rubio, interested in improving public information and notification <br />process. <br />• Albert Castillo, opined that Renaissance Plan approved as Station District; <br />suggested a community oversight committee to discuss open space and <br />housing issues. <br />• Jeff Dickman, concerned with development process; suggest easy to read <br />and understood be available to the public; set policy and guidelines for future <br />leaders. <br />Minutes of Ad Hoc Committee on Ethics Page 1 of 2 <br />
