REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MARCH 15, 2016 <br />TITLE: <br />AGREEMENT AMENDMENT WITH <br />ORANGE COUNTY TRANSPORTATION <br />AUTHORITY FOR THE SENIOR MOBILITY <br />PROGRAM <br />(STRATEGI PLA �N . 5, 4B) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />As Recommended <br />❑ As Amended <br />❑ Ordinance on tss Reading <br />❑ Ordinance on 2 "d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement amendment with <br />Orange County Transportation Authority to modify the scope for the Senior Mobility Program <br />subject to non - substantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />The Orange County Transportation Authority (OCTA) developed the Senior Mobility Program for <br />the purpose of improving transportation services for seniors in the region. Under this amendment, <br />the Parks, Recreation and Community Services Agency will provide transportation services for <br />residents 60 years of age and older for senior center classes /nutrition, shopping, personal care, <br />special events, social activities /recreation. All trips must be within Orange County, or within 10 <br />miles of the County border. For FY 2015 -2016, the City of Santa Ana has budgeted to receive <br />$193,435 to continue the operation of two vehicles used for local senior transportation services. <br />As part of the agreement the City of Santa Ana will provide a 20 percent local match, which may <br />consist of in -kind staff resources or other contractual transportation services. Funds for the match <br />are included in the Parks, Recreation and Community Services Agency FY 2015 -16 budget. <br />In addition, the City has also received $89,146 in FY 2015 -2016 from OCTA to support the <br />Vietnamese Community of Orange County's ( VNCOC) Senior Mobility Program. The VNCOC <br />received the entire $89,146 and will provide the 20 percent local match required under their <br />agreement with the City. In turn, VNCOC will provide transportation services for the Vietnamese <br />senior community in Santa Ana. <br />The current term of the agreement is for 5 years and expires on June 30, 2016. The agreement <br />is subject to extension for another 5 year period, through June 30, 2021, at the discretion of <br />OCTA. The amendment will ensure that the modified scope of services remains effective through <br />any extension period. <br />25E -1 <br />
