The e f/ects identifded to the Draft EIR have been determined not to be sigaiyealu. <br />Facts in Support of Fin dings <br />The potential impacts to the short -term visual character /quality of the project area have been <br />eliminated or substantially lessened to a level of less than significant by virtue of the mitigation <br />measure identified in the Draft EIR. <br />[Midgatiwr Ivleasun, <br />AES -1 Prior to the issuance of a building permit, the Project Applicant shall submit a <br />Construction Management Plan for review and approval by the City of Santa Ana <br />Planning Division. The Construction Management Plan shall, at a minimum, <br />indicate the equipment and vehicle staging areas, stockpiling of materials, fencing <br />(i.e., temporary* fencing with opaque material), and construction haul route(s). <br />AIR QUALITY <br />The project's potential impacts in regards to air quality that can be mitigated or are otherwise less <br />than significant are discussed in Section 5.3, Air Onail y, of the Draft EIR. Identified impacts <br />include short -term (construction) air emissions, localized air quality impacts, consistency with <br />regional plans, and short -term cumulative impacts. <br />Short -Term (Construction) Air Emissions. Short -term construction activities associated with the <br />proposed project would not result in significant air pollutant emission impacts. <br />Findings <br />Changer or alterations have been required in, or incorj orated into, the project, wbieb avoid or substantially <br />lessen the sign ficant environmental effect as identified in the Draft EIR. <br />2.
