TENANT SCREENING <br />SAHA has no liability or responsibility to the owner or other persons for the family’s behavior or <br />suitability for tenancy [24 CFR 982.307(a)(1)]. <br />SAHA may elect to screen applicants for family behavior or suitability for tenancy. See Chapter <br />3 for a discussion of SAHA’s policies with regard to screening applicant families for program <br />eligibility [24 CFR 982.307(a)(1)]. <br />The owner is responsible for screening and selection of the family to occupy the owner’s unit. At <br />or before SAHA approval of the tenancy, SAHA must inform the owner that screening and <br />selection for tenancy is the responsibility of the owner [24 CFR 982.307(a)(2)]. SAHA must also <br />inform the owner or manager or his/her rights and obligations under the Violence against <br />Women Act of 2013 (VAWA) [24 CFR 5.2005(a)(2)]. <br />SAHA must provide the owner with the family’s current and prior address (as shown in SAHA <br />records) and the name and address (if known to SAHA) of the landlord at the family’s current <br />and prior address [24 CFR 982.307(b)(1)]. <br />SAHA is permitted, but not required, to offer the owner other information in SAHA’s possession <br />about the tenancy history or drug trafficking of family members [24 CFR 982.307(b)(2)]. <br />SAHA’s policy on providing information to the owner must be included in the family’s briefing <br />packet [24 CFR 982.307(b)(3)]. <br />SAHA may not disclose to the owner any confidential information provided by the family in <br />response to a SAHA request for documentation of domestic violence, dating violence, sexual <br />assault, or stalking except at the written request or with the written consent of the individual <br />providing the documentation [24 CFR 5.2007(b)(4)]. <br />SAHA Policy <br />SAHA’s policy on providing information to the owner will be included in the family’s <br />briefing packet [24 CFR 982.307(b) (3)]. <br /> <br />9-I.B. REQUESTING TENANCY APPROVAL [Form HUD-52517] <br />After the family is issued a voucher, the family must locate an eligible unit, with an owner or <br />landlord willing to participate in the voucher program. Once a family finds a suitable unit and the <br />owner is willing to lease the unit under the program, the owner and the family must request <br />SAHA to approve the assisted tenancy in the selected unit. <br />The owner and the family must submit two documents to SAHA: <br />• Completed Request for Tenancy Approval (RTA) – Form HUD-52517 <br />• Copy of the proposed lease, including the HUD-prescribed Tenancy Addendum – Form <br />HUD-52641-A <br />The RTA contains important information about the rental unit selected by the family, including <br />the unit address, number of bedrooms, structure type, year constructed, utilities included in the <br />3-234
