NO. 16 -043) <br />{STRATEGIC PLAN NO. 1, 51 <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY <br />I_1i]�ii•]�l�i• <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1B1Reading <br />❑ Ordinance on 2MReading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize a one -time purchase and payment of purchase order to Mallory Safety & Supply for the <br />purchase of NFPA Level III certified Chemical, Biological, Radiological, and Nuclear protective <br />suits in an amount not to exceed $170,000, subject to non - substantive changes approved by the <br />City Manager and City Attorney. <br />DISCUSSION <br />The United States Department of Homeland Security, Office of Grants and Training have <br />developed the Urban Areas Security Initiative (UASI) funding program. This initiative is designed <br />to enhance the domestic preparedness of urban areas by ensuring that all emergency first <br />responders have adequate and appropriate equipment to prevent, respond to, and recover from <br />acts of terrorism. Santa Ana has been designated as an Urban Area Core City for the twelfth <br />year. <br />The Orange County Operational Area (OCOA) has been outfitted with CBRN (Chemical, <br />Biological, Radiological, and Nuclear) certified personal protective ensembles (protective suit & <br />gas mask). This was the result of a gap analysis identifying protection at this level for Law and <br />Fire as a critical need in the event of a CBRN event/attack. In such an event, the role of Law <br />Enforcement and occasionally fire personnel will be scene control, evidence preservation, and <br />some decontamination procedures. This type of activity would take place in the "warm zone ". <br />Per the National Fire Protection Agency (NFPA) 1994 (2012 Edition) regulations, the warm zone <br />requires a minimum of Level III protection. The current cache of suits is expiring and requires <br />replacement. This purchase will replace 290 CBRN certified protective suits that were purchased <br />10 years ago. <br />22D -1 <br />
