Agreement with MDG for Financial Monitoring <br />April 5, 2016 <br />Page 2 <br />Previously, a combination of Community Development Agency staff and /or Finance and <br />Management Services Agency staff conducted the required sub - recipient financial monitoring for <br />these federal programs. However, with the increased emphasis to strengthen oversight and <br />strengthen internal controls, it is recommended that the City engage a professional consultant <br />experienced and knowledgeable about the new regulations to perform the financial monitoring of <br />sub - recipients. <br />Staff solicited and received four proposals from consultants with expertise in financial monitoring <br />to assist with the financial monitoring of Community Development Block Grant (CDBG), <br />Emergency Solutions Grant (ESG) and Workforce Innovation and Opportunity Act (WIOA) sub - <br />recipients for the current fiscal year.
