REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 5, 2016 <br />TITLE: <br />COOPERATIVE AGREEMENT WITH ORANGE <br />COUNTY TRANSPORTATION AUTHORITY FOR <br />IMPLEMENTATION OF WESTMINSTER <br />AVENUE / SEVENTEENTH STREET CORRIDOR <br />TRAFFIC SIGNAL SYNCHRONIZATION <br />PROJECT (PROJECT NO. 16 -6869) <br />(STRATEGIC PLAN NO. 6, 1B) <br />CITY, MA v <br />CLERK OF COUNCIL USE ONLY: <br />e...� r <br />As Recommended <br />❑ As Amended <br />❑ Ordinance on 1 °' Reading <br />❑ Ordinance on 2nd Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute a cooperative agreement with <br />the Orange County Transportation Authority for the term beginning upon execution of the <br />agreement by the Orange County Transportation Authority Board and ending four years after <br />that date, to implement the Westminster Avenue /Seventeenth Street Corridor Traffic Signal <br />Synchronization Project, obligating the City to fund $241,896 in cash and $38,456 with in -kind <br />staff support, subject to nonsubstantive changes approved by the City Manager and City <br />Attorney. <br />DISCUSSION <br />On November 18, 2014, the City Council authorized staff to submit to the Orange County <br />Transportation Authority (OCTA) joint applications with the participating agencies to request <br />funding consideration of the renewed Measure M2 Regional Traffic Signal Synchronization <br />Program. The cooperative agreement for the Westminster Avenue /Seventeenth Street project <br />would provide for interjurisdictional traffic signal synchronization and improvements along the <br />corridor traversing the cities of Santa Ana, Seal Beach, Westminster, Garden Grove, Tustin, and <br />the County of Orange. <br />In April 2015, the OCTA Board approved the renewed Measure M2 Regional Traffic Signal <br />Synchronization Program funding request for the Westminster Avenue /Seventeenth Street <br />project. While the OCTA will act as lead agency for the project, a cooperative agreement is <br />needed to identify the roles and responsibilities of the OCTA and the participating agencies, and <br />provide for OCTA oversight to maintain interjurisdictional synchronization on the project during <br />the four -year grant period. Upon project completion, responsibility for ongoing signal maintenance <br />will revert to the respective local agencies. <br />25F -1 <br />
