Conduct a public hearing to consider all protests regarding the intention to levy an <br />assessment, Assessment District No. 2015 -01 (Warner Industrial Community). <br />2. Review any written protest filed prior to the close of the public hearing and determine <br />whether they constitute a majority protest. <br />3. If the Council determines that no valid majority protest was lodged, adopt a resolution <br />approving the Report of the Assessment Engineer for Assessment District No. 2015 -01 <br />Warner Industrial Community, declaring the results of a ballot tabulation, confirming the <br />formation of an Assessment District, and directing staff to proceed with coordinating the <br />improvements. <br />DISCUSSION <br />The recommended action will form the Warner Industrial Community (WIC) Assessment District <br />(AD). The assessment amounts will be based on the Engineer's Report and confirmed by City <br />Council action at a later date. The intent of this AD is to partially finance public street <br />improvements. With the AD successfully formed, the City is partnering with the AD to fully <br />reconstruct the City -owned streets in the WIC. <br />Based on the City's pavement management system, funding for these improvements would not <br />be available for 10 to 15 years. By establishing this AD, the roadway repairs would be <br />accelerated and completed within 12 months. Success of this public /private partnership will <br />provide an alternative funding model for accelerating other infrastructure improvements in Santa <br />Ana. <br />On July 7, 2015, the City Council adopted a Resolution of Intention to consider the formation of <br />an Assessment District for the Warner Industrial Community (Resolution No. 2015 -030). The <br />resolution directed the preparation of an Engineer's Report for the Warner Industrial Community <br />Assessment District No. 2015 -01.
