REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />April 19, 2016 <br />TITLE: <br />YOUTH COMMISSION BIKE HELMET ART <br />INITIATIVE FUNDS FOR 2015 -16 <br />{STRATEGIC PLAN NO. 1, 1E} <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />0 As Recommended <br />® As Amended <br />[I Ordinance on I' Reading <br />© Ordinance on 2 "6 Reading <br />❑ Implementing Resolution <br />0 Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Receive and file Youth Commission Bike Helmet Art Initiative. <br />DISCUSSION <br />The Santa Ana Youth Commission is an advisory body to the City Council that reviews and <br />recommends programs that stimulate a prosperous environment for Santa Ana youth. In an <br />effort to further this objective, the Youth Commission formulated the Bike Helmet Art Initiative that <br />is intended to increase bike safety and bike safety awareness among Santa Ana youth. The Bike <br />Helmet Initiative will encourage youth to wear helmets, other protective gear, learn basic road <br />safety and hand signals. As part of the fiscal year 2015 -2016 budget, the City provided $25,000 <br />to the Parks, Recreation and Community Services Agency to assist in the Youth Commission's <br />efforts. The Bike Helmet Initiative is expected to cost $14,000. The funds will support the <br />purchase of helmets, protective gear, and marketing costs. It will also provide staff support for <br />the various events where the Initiative will be conducted. These events include: Dia de los <br />Ninos /Dia de los Libros (Day of the Child /Day of the Books) celebration on April 23, 2016, the <br />Cinco de Mayo festival on April 30 -May 1, 2016, and the Fourth of July event. <br />At the Dia de los Ninos /Dia de los Libros and Cinco de Mayo events, youth will be provided with <br />free, custom - fitted helmets, approximately 700 helmets will be available and encouraged to <br />individualize their helmets using art supplies provided by staff. All participants will be invited to <br />attend the Fourth of July celebration for a chance to obtain additional protective gear. Participants <br />that decorate their helmets will have the opportunity to enter their helmet creations into a <br />Facebook competition to determine which are best "liked" by voters. Participants' helmets with <br />the most "likes" will be asked to attend the booth at Fourth of July event to have their helmets <br />displayed and be part of the final step of the competition in which visitors will vote for a winning <br />helmet. The winner will receive a new bike. The goal of the Youth Commission is that this <br />Initiative will respond to the City's concern for the safety of young people riding bikes in a high <br />traffic environment. <br />19F -1 <br />
