Approve the Fiscal Year 2016 -2017 Emergency Solutions Grant Program funding allocation. <br />2. Authorize the City Manager and the Clerk of the Council to execute a memorandum of <br />understanding with the Santa Ana Police Department and agreements with non - profit <br />organizations and /or sub - recipients awarded funds as part of the approved program in the <br />amount of $489,202 for a term beginning July 1, 2016 through June 30, 2017, subject to <br />non - substantive changes approved by the City Manager and City Attorney. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION <br />At its Regular Meeting on March 23, 2016, the Community Redevelopment and Housing <br />Commission (CRHC) recommended the approval of the Fiscal Year 2016 -2017 Emergency <br />Solutions Grant Program funding allocation by a vote of 5:0 (A. Garcia absent). <br />DISCUSSION <br />The Emergency Solutions Grant (ESG) Program is designed to assist sheltered and unsheltered <br />homeless individuals, as well as those at risk of homelessness, and provide the services <br />necessary to help those individuals to quickly regain stability in permanent housing after <br />experiencing a housing crisis and /or homelessness. The U. S. Department of Housing and <br />Urban Development (HUD) has changed the program's focus from addressing the needs of <br />homeless in emergency or transitional shelters to assisting people to regain stability in permanent <br />housing. <br />In 2015, an Orange County ESG Collaborative was created between the cities of Anaheim, Santa <br />Ana and Garden Grove, In January 2016, the Collaborative released a combined ESG Notice of <br />Funding Availability (NOFA) to support the Orange County Continuum of Care's goal to end <br />homelessness.
