REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 19, 2016 <br />TITLE: <br />AGREEMENT WITH DUDEK, INC., FOR <br />AQUATIC ENGINEERING SERVICES TO <br />REHABILITATE CENTENNIAL PARK LAKE <br />(PROJECT NO. 16 -2657) <br />(STRATEGIC PLAN NO. 6,1F) <br />I <br />CITY MANAGE <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on l Btl Reading <br />❑ Ordinance on 2 "d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute an agreement with Dudek, Inc. to <br />provide Aquatic Engineering services for a one -year term beginning April 20, 2016, through April <br />19, 2017, with provision for two one -year term extensions exercisable by the City Manager and <br />the City Attorney, in an amount not to exceed $55,000 over the life of the agreement subject to <br />nonsubstantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />Centennial Lake is a man -made, 10 -acre water feature at Centennial Park, which is situated just <br />south of Edinger Avenue between Fairview Avenue and the Santa Ana River. Since its <br />construction in 1978, no major renovations have been made. Existing lake facilities and <br />equipment have now been in use beyond their life expectancy. As a result, water quality has <br />significantly declined in recent years. To rehabilitate the lake, a consultant specializing in aquatic <br />engineering must be retained to assess the lake and its environment, develop restoration <br />recommendations that are holistic in approach and provide associated cost estimates. <br />A Request for Proposals (RFP No. 15 -127) for Centennial Park Lake Circulation and Aeration <br />Study was released and posted on the City website on January 11, 2016, with proposals due on <br />February 1, 2016. Four proposals were received and subsequently reviewed by a four - member <br />committee comprised of staff from the Public Works and Parks, Recreation & Community <br />Services agencies. Proposal evaluations were based on experience, qualifications, project <br />understanding, scheduling, past performance, and the overall proposal. The fee schedules were <br />opened and reviewed as the final component of the evaluations, and the proposals were ranked <br />accordingly, as follows: <br />2513-1 <br />
