REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 19, 2016 <br />TITLE: <br />PURCHASE AGREEMENT FOR BRISTOL <br />STREET IMPROVEMENTS PHASE IV <br />(PROJECT NO. 116741 NONGENERAL <br />FUND) <br />(STRATEGIC PLAN NOS. 6, 1G; 3, 2C} <br />CITY MANAGffd <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />F-IT009TWAI <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on Vt Reading <br />Ordinance on 2n' Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing Fw <br />CONTINUED TO <br />FILE NUMBER <br />Authorize the City Manager and Clerk of the Council to execute a purchase agreement, subject to <br />nonsubstantive changes approved by the City Manager and City Attorney, with property owner <br />Rocio Rodriguez Valle, for the property commonly known as 1301 West Carlton Place (APN 408- <br />332-18), for the full purchase price for said real property and goodwill (if any), in the amount of <br />$450,000. <br />DISCUSSION <br />Bristol Street is a major north -south transportation facility which is designated as a major arterial <br />highway in the City's Circulation Element of the General Plan. Improving the 3.9 -mile Bristol <br />Street segment from Warner Avenue to Memory Lane has been a long -term priority project that <br />will be constructed in several phases. Improvements include widening the street from two to <br />three lanes in each direction, raised landscape medians, and bike lanes. Public Works Agency <br />staff is acquiring properties for the development of Phase IV, bounded by Warner Avenue and <br />Saint Andrew Place. Property acquisitions for this phase are expected to be completed by spring <br />2017. Construction is anticipated to begin in summer 2017. <br />To accommodate the improvements and widening for Phase IV, acquisition of 1301 W. Carlton <br />Place is required (Exhibit 1). The offer, based on the appraised value prepared by a licensed <br />appraiser in the State of California, was made and accepted by the property owner. The <br />compensation amount is in the Recommended Action and is shown in the attached agreement <br />(Exhibit 2). <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #6 Community Facilities & <br />Infrastructure, Objective #1 (establish and maintain a Community Investment Plan for all City <br />25H -1 <br />
