Conditional Use Permit No. 2016 -06 <br />Variance No. 2016 -01 <br />March 28, 2016 <br />Page 2 <br />Proiect Description <br />The applicant is proposing to occupy a vacant, underutilized and vandalized building as the home <br />of the Central Baptist Church. The applicant is proposing to restore and refurbish the building to <br />comply with Building and Fire Code standards as well as the various provisions of the Zoning <br />Ordinance. Interior tenant improvements will include the creation of a 1,057 - square -foot multi- <br />purpose room that will be used for church services and other similar assembly functions, 450 <br />square feet of office space, a 100 square foot bookstore, a kitchen and restrooms. New electrical <br />and mechanical systems will also be installed within the building. Exterior work will consist of new <br />windows and doors, roof equipment screening and the repainting of the building. Repaving and <br />the restriping of the parking lot as well as the removal of dead landscaping and the planting of new <br />drought - tolerant landscaping with a drip irrigation system are also proposed for the project <br />(Exhibits 4, 5, 6 and 7). <br />The City's parking standard for churches is one space per three fixed seats and one space per 35- <br />square feet of floor area where there are no fixed seats (SAMC 41- 1411). Using this parking ratio, <br />a total of 30 parking stalls are required, with 32 spaces to be provided for the new church facility. <br />The church intends to operate on the premises from 9:00 a.m. to 5:00 p.m. on Monday through <br />Friday with the exception of Thursday, where the church will operate from 9:00 a.m. to 9:00 p.m. <br />On Sunday, the church will hold services and bible study classes from 8:00 a.m. to 7:00 p.m. The <br />church will be closed on Saturday. <br />Analvsis of the Issues <br />Conditional Use Permit <br />The Santa Ana Municipal Code (SAMC) provides for the regulation of churches and accessory church <br />buildings subject to a conditional use permit in the General Agricultural (A -1) zoning district. The <br />purpose of regulating church uses is to preserve the quality of the residential character of the existing <br />neighborhood and to minimize impacts to surrounding areas. <br />As proposed, the project is in compliance with the provisions of Santa Ana Municipal Code (Zoning <br />Code /Chapter 41) that are applicable to a church with the exception of the front yard setback, which <br />the applicant has applied for a variance to obtain relief. The sanctuary/multi- purpose room and <br />offices result in a total parking requirement of 30 parking spaces, while 32 spaces are proposed. <br />Access to the site will be taken primarily from one existing driveway on Grand Avenue and a <br />secondary driveway on Santa Clara Avenue. Adequate on -site parking, additional landscaping and <br />conditions of approval have been added to limit any potential impacts to the surrounding uses. <br />Approval of the conditional use permit will allow the church the ability to provide religious service to its <br />31 C -4 <br />
