Resolution - Establish a Hotel Development Incentive Program <br />April 19, 2016 <br />Page 3 <br />City Owned Property: For all hotels covered by this Hotel Development Incentive Program in <br />which the City owns the site on which the hotel is proposed, and leases said property to the <br />owner or operator for use by the hotel, the City shall require that the hotel owner or operator <br />execute a Labor Peace Agreement with any labor union that represents or seeks to represent <br />employees of the hotel, both during construction and operation of the hotel. When a Labor <br />Peace Agreement is required because the City owns the site of the hotel, evidence shall be <br />presented to the City that the owner or operator has entered into a Labor Peace Agreement with <br />any labor union that represents or seeks to represent employees of the hotel, both during <br />construction and operation of the hotel, meeting the requirements of this section, prior to the <br />issuance of any building permits for the construction of the hotel. <br />Privately Owned Property: For all hotel projects covered by this Hotel Development Incentive <br />Program that are not on City owned property, the hotel owner or operator shall demonstrate that <br />they have engaged in meetings with labor representatives and have made best efforts to <br />determine whether a Labor Peace Agreement for the hotel project is feasible, but they shall not <br />be required to enter into such an agreement. <br />STRATEGIC PLAN ALIGNMENT <br />Approval of this item supports the City's efforts to meet Goal #3 Economic Development, <br />Objective #3, (Promote a solutions -based customer focus in all efforts to facilitate development <br />and investment in the community), Strategy C (Explore opportunities to encourage a business <br />friendly environment within the City through the reduction of non - essential regulatory <br />requirements, improved coordination between agencies for development review and addition of <br />monetary incentives). <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action.
