Receive and File Council Update to February 2, 2016 meeting regarding Santa Ana Jail. <br />2. Authorize City Manager to work with community members and labor representatives to draft an <br />RFQ for a consultant to conduct a Jail Re -use Study. <br />3. Authorize City Manager to enter into negotiations with Peace Officers Association to potentially <br />offer retirement incentives to full -time staff in the Jail Bureau. <br />4. Authorize the City Manager to continue working on options for the Transgender Care and <br />Classification Committee Pilot program (TCCC) to be reviewed at the May 17, 2016 City Council <br />meeting. <br />DISCUSSION <br />On February 2, 2016 the City Council directed staff to "Deny contract amendment, engage <br />community in developing solutions and request City Manager work with Police Chief in <br />strategizing sustainability of jail without the use of Federal dollars, if not feasible, propose options <br />to terminate jail services." Contact information provided by the Clerk of the Council was used to <br />outreach to individuals that spoke on the issue. CMO staff sent out emails and conducted follow - <br />up phone calls. Individuals and organizations contacted in this process were encouraged to invite <br />other interested parties to these listening sessions. <br />65B -1 <br />
