Although not required for an MND pursuant to the State CEQA Guidelines, the <br />City, as the lead agency for the project, has responded to all comments received on the document <br />after a thorough review of each comment's contents. <br />As a result of the environmental analysis, no areas of significant impacts were found from the <br />construction of the proposed project. Mitigation measures have been provided to address <br />potential environmental impacts, with a list of these mitigation measures found within the <br />attached Mitigation Monitoring and Reporting Program. Mitigation measures have been outlined <br />to address potential impacts on nesting bird populations, unanticipated discovery of cultural <br />resources or human remains, asbestos abatement and lead -based paint removal, water quality, <br />noise, transportation and traffic, utilities and service systems, and climate change (Exhibit 13). <br />Strateale Plan Alianment <br />Approval of this item supports the City's efforts to meet Goal No. 3 Economic Development, <br />Objectives No. 2 (create new opportunities for business /job growth and encourage private <br />development through new General Plan and Zoning Ordinance policies) and No. 5 (leverage <br />private investment that results in tax base expansion and job creation citywide) of the Santa Ana <br />Strategic Plan. Moreover, approval of this item supports Goal No. 5 Community Health, <br />Livability, Engagement & Sustainability, Objectives No. 3 (facilitate diverse housing opportunities <br />and support efforts to preserve and improve the livability of Santa Ana neighborhoods) and No. 4 <br />(support neighborhood vitality and livability). <br />Conclusion <br />Based on the provided analysis, staff recommends that the Planning Commission recommend <br />that the City Council approve and adopt the Mitigated Negative Declaration and Mitigation <br />Monitoring Program for Environmental Review No. 2016 -14; recommend that the City Council <br />adopt a resolution approving General Plan Amendment No. 2016 -01; and recommend that the <br />City Council adopt an ordinance approving Amendment Application No. 2016 -01. <br />/ <br />AV— <br />Ali Pezeshkpour, AICP <br />Associate Planner <br />AP.jm <br />ap \reports \Staff Reports for PC WA16-0'I AA 6- OIER16 -14 AMCAL First Street Family Apts.pc <br />75C -10 <br />
