November, 2016 election for voter consideration; motion seconded by <br />Benavides. <br />Councilmember Tinajero, thanked Public Safety Council Committee for <br />agendizing matter and allowing all sides to be heard. <br />Mayor Pro Tern Sarmiento, supports motion; noted that we do not have <br />resources to address underling problem; stop passing the buck; most <br />responsible thing to do is to fund enforcement. <br />Councilmember Amezcua, asked staff to explore contracting with County <br />Sheriffs to assist City with enforcement efforts. <br />Councilmember Benavides, supports motion to assess situation after 4th of <br />July holiday with amendment to make a top safety priority — communication <br />and enforcement; possibly establishing regulatory fees; proposed Friendly <br />Amendment to Motion to come back in 45 to 60 days with <br />robust /comprehensive plan to address increased education and enforcement <br />funding, as well as possibility of fines and regulatory fees. <br />Mayor Pulido, noted that he will establish an ad hoc committee to meet with <br />industry to discuss what is occurring in other cities and possibly establish <br />voluntary contributions; assess non - profit organizations funding mechanisms; <br />and work with neighborhoods and community. <br />Councilmember Benavides, noted that his friendly amendment to motion was <br />in line with Mayor's proposal - ad hoc committee to consider comprehensive <br />plan and would be added to Councilmember Tinajero's motion. <br />City Attorney Carvalho, noted that ad hoc committee should not be added to <br />the motion otherwise would become a Brown Act meeting and clarified <br />motions and amendments. <br />Councilmember Martinez, asked if overtime costs were included in the current <br />budget for enforcement efforts? Police Chief said no. <br />Councilmember Tinajero, asked City Attorney if regulatory fees could be <br />imposed to this year's Fourth of July to increase revenue to enforce. <br />City Attorney Carvalho, replied yes City Council has authority if impacts <br />identified through analysis; ad hoc committee could consider specifics. <br />Councilmember Tinajero, offered substitute motion to bring back to City <br />Council with language on how you can impose a regulatory fee, what the fee <br />would be at the next council meeting for this upcoming Fourth of July. City <br />Manager asked that it be moved to the following meeting, change accepted <br />by the maker of the motion and seconded by Mayor Pro Tern Sarmiento. <br />Original motion withdrawn. <br />CITY COUNCIL MINUTES 23 APRIL 5, 2016 <br />1 OA -23 <br />
