REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />APRIL 19, 2016 <br />TITLE: <br />APPOINTMENT TO THE SANTA ANA <br />WORKFORCE INVESTMENT BOARD — <br />PRIVATE SECTOR REPRESENTATIVES <br />(STRATEGIC PLAN NO. 5, 1) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />►_17700n <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1 ®° Reading <br />❑ Ordinance on 2 "6 Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />�111�iT »T <br />Appoint William McGowan, Partner, Barrett Business Services Inc., and Barbara Smith, General <br />Manager, Holiday Inn Santa Ana Orange County Airport to the Workforce Investment Board, <br />representing local area businesses. <br />WORKFORCE INVESTMENT BOARD RECOMMENDATION <br />At its regular meeting of March 17, 2016, the Workforce Investment Board, by a vote of 14:0 <br />(Jimenez -Hami, Korthuis, Martinez, McMurtray, Ray, Ruiz, Sanchez and Tucker absent), <br />recommended that the City Council appoint William McGowan, Partner, Barrett Business Services <br />Inc., and Barbara Smith, General Manager, Holiday Inn Santa Ana Orange County Airport to the <br />Workforce Investment Board. <br />DISCUSSION <br />In compliance with legislation outlined in the Workforce Innovation and Opportunity Act (WIOA) of <br />2014 an oversignt board is required and its members appointed by City Council. The Workforce <br />Investment Board (WIB), in partnership with City Council, provides policy guidance for and <br />exercises oversight with respect to activities outlined in the law, directs activities to actively solicit <br />public and private support for and participation in workforce programs and provide oversight to <br />ensure efficient and effective operation. <br />WIOA Section 107(b)(2)(A) lists membership categories that must be representated on the board <br />while a majority of the board members must be from the private sector. There are currently four <br />private sector vacancies on the Board. Staff has met with two businesss representatives, the WIB <br />has reviewed their qualifications and recommends the appointment of Mr. William McGowan, <br />Partner, Barrett Business Services Inc., and Ms. Barbara Smith, General Manager, Holiday Inn <br />Santa Ana Orange County Airport.
