ONGOING FIREWORKS DISCUSSION <br />Safe and Sane Fireworks are legal in ten cities in Orange County: <br />• Anaheim <br />• Buena Park <br />• Costa Mesa <br />• Fullerton <br />• Garden Grove <br />• Huntington Beach <br />• Santa Ana <br />• Stanton <br />• Villa Park <br />• Westminster <br />POLICY REVIEW <br />• April 4, 1986, the City of Santa Ana Municipal Code allows the sale and <br />use of safe and sane fireworks. <br />• Selected non - profits enter into sales agreements generally allowing them <br />to retain 50% of all firework sales proceeds before subtracting rental, fire <br />related, land use permit fees. <br />• September 29, 2014 — November 24, 2015, Fireworks appears as an item <br />on the Public Safety agenda during five separate meetings. <br />• June 2015, SAPID received 474 calls for service reference illegal fireworks <br />being discharged throughout the city. <br />• That equated to approximately 15.8 calls for service per day. <br />• July 15t — July 6t" 2015, the Department received 473 calls for service <br />reference similar activity. <br />• 223 of the 473 calls were received during an eight -hour period <br />on July 4t" <br />This equated to approximately one firework /skyrocket related <br />call for service every two minutes. <br />• February 22, 2016, a Special Meeting for the Public Safety Committee <br />convenes and the topic of Fireworks is set to go to City Council. <br />CALLS FOR SERVICE <br />Santa Ana Police Department <br />• The Police Department utilized a large amount of additional staff, including <br />the Chief of Police and Deputy Chief of Field Operations on the 4th of <br />July. <br />• From 6:OOPM on the 4th of July to 2:OOAM on the 5th of July, there were <br />223 fireworks and skyrockets - related Calls for Service which equates to <br />one call every two minutes for eight hours. This did not include multiple <br />calls for the same locations or general areas. <br />Orange County Fire Authority <br />• 35 injuries reported by hospital emergency rooms and urgent care <br />facilities in 2015, up from the previous year. <br />• Fireworks injuries for patients between the ages of 8 -16 were the highest <br />this year, and increased significantly from 2014. <br />CITY COUNCIL MINUTES 20 APRIL 5, 2016 <br />1 OA -20 <br />
