RESOLUTION <br />55A. RESOLUTION TO ESTABLISH A CITY COUNCIL POLICY ON THE <br />DISPLAY OF FLAGS AT CITY FACILITIES; RESOLUTION AUTHORIZING <br />THE ANNUAL DISPLAY OF THE PRIDE FLAG AT CITY HALL {STRATEGIC <br />PLAN NO, 5, 6F} - City Manager's Office <br />Councilmember Amezcua, grateful to be part of City Council that considers <br />approval of this item. <br />Mayor Pulido, asked that other holidays be included. <br />City Manager Cavazos, noted that proposed policy addresses requests. <br />Assistant to the City Manager Lawrence, indicated that current 85 (Council <br />Agenda Item) was method to add requests. <br />Councilmember Tinajero, noted that civil rights movements should be focus; <br />proposed policy can be amended in the future. <br />Councilmember Martinez, asked for equity and outreach to all interest groups; <br />what are impacts and outcomes. <br />Councilmember Benavides, appreciate all comments; proud that City <br />recognizes and supports Rainbow Flag; important to have equity. <br />City Manager Cavazos, indicated that proposed resolution would be <br />formalizing former approval of Rainbow Flag. <br />Councilmember Tinajero, motioned to consider item as proposed, seconded <br />by Councilmember Amezcua. <br />Mayor Pro Tern Sarmiento, indicated that Harvey Milk issue has already been <br />addressed and what is being considered is how to address future requests; <br />staff's proposed policy is to have each flag considered separately; council <br />committee review and recommendation may be other method of approval. <br />Councilmember Benavides, commented that options could be supported, but <br />concerned about inequality and for those reasons would not support motion. <br />Mayor Pulido, proposed substitute motion to maintain the current policy <br />already voted - the Pride Month and direct Council Committee (Legislative) <br />draft equitable policy for other recognitions including Martin Luther King <br />(Black History Month), Cesar Chavez, etc.; opined that Council Agenda Items <br />(85's) is not a policy. <br />CITY COUNCIL MINUTES 18 APRIL 5, 2015 <br />
