I <br />REQUEST FOR <br />COU• to • IIIIIIIIIII�; .! <br />CITY COUNCIL MEETING <br />1 <br />MAY 3, 2016, <br />TITLE: <br />REGIONAL ANALYSIS OF <br />IMPEDIMENTS TO <br />FAIR HOUSING CHOICE <br />(STRATEGIC PLAN NO. 5, 1) <br />v],// Z.,-, // <br />CITY MANAG <br />* UMIR49FMON <br />CLERK OF COUNCIL USE ONLY: <br />02290 <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 1e0 Reading <br />❑ Ordinance on 2Id Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Approve the Regional Analysis of Impediments to Fair Housing Choice and authorize the City <br />Manager to certify that the Regional Analysis of Impediments to Fair Housing Choice represents <br />the City's conclusions about impediments to fair housing choice and actions necessary to identify <br />and address impediments. <br />COMMUNITY REDEVELOPMENT AND HOUSING COMMISSION RECOMMENDATION <br />At its Regular Meeting on April 27, 2016, the Community Redevelopment and Housing__ <br />Commission (CRHC) recommended the approval of the Regional Analysis of Impediments to Fair <br />Housing Choice and to authorize the City Manager to certify that the Regional Analysis of <br />Impediments to Fair Housing Choice represents the City's conclusions about impediments to fair <br />housing choice and actions necessary to address and identify impediments, by a vote of 5:0 (A. <br />Garcia absent). <br />DISCUSSION <br />The City of Santa Ana participates in a Consolidated Plan process to receive Community <br />Development Block Grant (CDBG), HOME Investment Partnership Grant (HOME), and <br />Emergency Solutions Grant (ESG) funding from the U.S. Department of Housing and Urban <br />Development (HUD). The federal regulations for the Consolidated Plan require that grantees <br />conduct an Analysis of Impediments to Fair Housing Choice (AI), take appropriate actions to <br />overcome the effects of impediments identified through that analysis, and maintain records <br />reflecting the analysis and actions. An Al is a document that analyzes local and regional policies, <br />procedures, and practices within a community that may limit a person's ability to choose their <br />residence free from discrimination, and addresses actions that may be taken to overcome these <br />discriminatory housing policies, procedures, and practices. <br />While the requirement to complete an Al must be fulfilled by individual grantees, HUD <br />encourages regional collaboration for this planning effort.
