REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 3, 2016 <br />TITLE: <br />SENIOR MOBILITY PROGRAM SERVICE <br />PLAN WITH ORANGE COUNTY <br />TRANSPORTATION AUTHORITY <br />{STRATEGIC PLAN NO. 5,41211 <br />CITY MANAG <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />APPROVED <br />E As Recommended <br />As Amended <br />❑ Ordinance on lot Reading <br />El Ordinance on 2ntl Reading <br />E Implementing Resolution <br />E Set Public Hearing For <br />CONTINUED TO <br />FILE NUMBER <br />Approve the Senior Mobility Program Service Plan and authorize its submittal to the Orange <br />County Transportation Authority. <br />DISCUSSION <br />On March 15, 2016 the City Council approved an agreement amendment with the Orange County <br />Transportation Authority (OCTA) to modify the existing scope. Since then, OCTA has indicated <br />that a Service Plan (Exhibit 1) in the format developed by OCTA needs to be approved by the <br />City Council before OCTA staff can draft an agreement amendment to present to the OCTA <br />board for approval. Once approved by the OCTA board, the agreement amendment will be <br />brought back to the City Council for approval at a future council date. <br />OCTA developed the Senior Mobility Program for the purpose of improving transportation <br />services for seniors in the region. Under this service plan, the Parks, Recreation and Community <br />Services Agency provides transportation services for residents 60 years of age and older for <br />senior center classes/nutrition programs, shopping, personal care, special events, <br />social/recreation activities. All trips must be within Orange County or within 10 miles of the <br />County border if the trips are medical in nature. <br />The current term of the agreement is for 5 years and expires on June 30, 2016. The agreement <br />is subject to extension for another 5 year period, through June 30, 2021, at the discretion of <br />OCTA. As required by OCTA's Senior Mobility Program Guidelines recently enacted, once <br />approved, the new service plan will ensure that the modified scope of services remains effective <br />through any extension period. <br />19G-1 <br />
