Recognize a Mitigated Negative Declaration for the Santa Ana Delhi Diversion Project. <br />2. Authorize the City Manager and Clerk of the Council to execute a Cooperative Agreement <br />with the City of Costa Mesa that advances funds in an amount not to exceed $1,100,000 for <br />construction of the portion of the Santa Ana Delhi Diversion Project within the limits of City of <br />Costa Mesa and require reimbursement of $600,000 to the City of Santa Ana by January 31, <br />2017, subject to nonsubstantive changes approved by the City Manager and City Attorney. <br />Amend the Fiscal Year 2015-2016 Capital Improvement Project to increase the Delhi <br />Diversion Project budget by $1,100,000. <br />4. Approve an appropriation adjustment to recognize a $600,000 Expense Reimbursement from <br />City of Costa Mesa and $500,000 from Federal Clean Water Protection Enterprise prior year <br />fund balance, and appropriate $1,100,000 in the Federal Clean Water Protection Enterprise <br />Fund. <br />DISCUSSION <br />The Santa Ana Delhi Diversion Project (Delhi Project) is a regional collaboration between <br />Santa Ana, Costa Mesa, Newport Beach, County of Orange, and the Orange County Flood <br />Control District. The goal of the Delhi Project is to improve the water quality in Newport Bay and <br />increase regional groundwater supplies. Completion of the Delhi Project will also help Santa Ana <br />meet federal storm water program requirements mandated by the California State Water <br />Resources Control Board. <br />20B-1 <br />
