<br />Inc., submitted the lowest responsive bid in the amount of $2,912,602 (Exhibit 2). This bid is
<br />significantly lower than the Engineer's Estimate of $5,100,000. However, based on a bid analysis
<br />and a contractor's performance reference check, staff recommends awarding the construction
<br />contract to Big Ben, Inc. (Exhibit 3).
