CUP Nos. 2016-08 & 2016-09 <br />April 11, 2016 <br />Page 5 <br />In accordance with the California Environmental Quality Act (CEQA) the recommended action is <br />exempt from CEQA per Section 15061(b)(3). This exemption applies to projects where it can be <br />seen with certainty that there is no possibility that the activity in question may have a significant <br />effect on the environment. The project proposes to allow the on -premise sale of beer, wine, and <br />distilled spirits with a separate conditional use permit to allow after-hours operation at a full-service <br />restaurant within an existing structure. It has been found by the City's development review <br />agencies that the use will not create any adverse impacts such as noise, traffic, or safety <br />concerns. The cumulative impact of this project will not be significant as the use will be <br />complementary with the nearby commercial uses in the area. There is no reasonable possibility <br />that the project will have a significant effect on the environment due to the facility having the <br />necessary infrastructure to operate the proposed use.
