No Policy Change — do not pursue regulatory fee related to the sale of safe and sane <br />fireworks <br />2. Conduct the staff work required to implement a regulatory fee related to the sale of safe <br />and sane fireworks and present for City Council consideration <br />DISCUSSION <br />The Public Safety and Neighborhood Improvement Council Committee requested a presentation <br />outlining the options for regulating fireworks within the City. On February 22, 2016, the Police <br />Department made a presentation to the Committee, and at the conclusion of the presentation the <br />Committee recommended that the options be presented to the full City Council. At the April 5, <br />2015 City Council meeting, staff presented three options for City Council consideration: <br />1. No Policy Change — Safe and Sane Fireworks Remain Legal; or <br />2. Ban on Fireworks to take effect in 2016; or <br />3. Ban on Fireworks to take effect in 2017 <br />At the April 5, 2016 meeting, the City Council heard many public comments both in favor of a ban <br />on safe and sane fireworks and opposed to it. Council expressed an interest in ensuring that the <br />Police Department had the necessary funds to conduct fireworks enforcement and education, <br />and requested that staff research the process for implementing a regulatory fee related to <br />fireworks and to determine the amount of the fee. The revenue generated by this fee will be used <br />to offset the costs associated with the City's fireworks education and enforcement efforts. <br />65A-1 <br />
