monitoring. Based on information obtained from the residential interviews, at least one <br />household has occupants that have disabilities. <br />7. Preferred Relocation Areas <br />The residential interviews identify specific replacement site needs and preferences, and assist in <br />planning replacement housing accordingly. In residential interviews, many residents tend to <br />express a preference to remain in the community in order to maintain current school <br />enrollment, access to employment, medical facilities, recreational resources, and public <br />transportation. Based on information obtained from the residential interviews, the affected <br />households have indicated a preference to remain in the local Santa Ana and Garden Grove <br />areas. <br />► WITITATM <br />• <br />The Project has identified potentially 15 non - residential occupants that would be displaced. <br />Survey information was obtained from tz of the 15 business owners. <br />The majority of the businesses impacted by the Project would be considered small businesses. <br />The majority of affected businesses would require cost - effective small replacement sites, with <br />proximity to existing customer bases. Detailed interviews with business owners are <br />instrumental in identifying suitable replacement sites. <br />Interviews with the business tenants are crucial in addressing various complex relocation issues <br />early in the process, including issues such as identification of trade fixtures and equipment, <br />tenant improvements, personal property /real property issues, and the relocation requirements <br />of various businesses that may become long lead items, such as obtaining special permits or <br />zoning requirements. Such items should be carefully reviewed and planned in coordination with <br />project time frames. <br />Several non - residential displacements may be identified as potential candidates for extensive <br />advisory services and relocation assistance. Of particular concern are medical facilities and the <br />fast food establishment. <br />• Medical — Medical facilities are historically difficult to relocate, due to the nature of the <br />services provided, the need to provide consistent services without interruption, and <br />expensive diagnostic equipment that would require relocation. For example, there are <br />two dental offices, a chiropractor's office and an eye care facility on the Project. <br />• Restaurant — As with larger chain restaurants, smaller fast food establishments such as <br />Taqueria de Anda usually require busy intersections, pedestrian traffic, visibility, access, <br />and parking. Fast food outlets have very specific market areas in which they must stay to <br />avoid franchise or non - competitive agreements with outlets of the same brand. <br />Moving smaller businesses can have a more detrimental effect than moving larger businesses, <br />presumably with larger capital reserves. For this reason, it would be essential to provide timely, <br />viable referrals to replacement sites, with assistance in relocation planning, while <br />simultaneously executing the move carefully and efficiently.
