APPEALS POLICY <br />All displaced persons will be informed of their right to appeal the City's determination as to eligibility for <br />payment or to the amount of the relocation payment. The right of appeal will be described in all brochures <br />and other informational material distributed to the public. <br />Procedures have been established which assure each appellant's grievance will be heard. The procedures <br />insure that <br />Each appellant has the opportunity for oral presentation, <br />Each appeal will be decided promptly and the appellant informed of the decision in writing, <br />Each appeal decision will include a statement of the reasons upon which it is based, and <br />Each appellant will have a right of final appeal to a higher authority. <br />These grievance procedures only apply to the City's Relocation Assistance Program. Judicial appeal also <br />may be pursued if an appellant is not satisfied with the City's administrative determination. <br />CITIZEN PARTICIPATION <br />As the process for considering the Project to move forward, the City will observe the following protocol: <br />• Provide affected displacees with full and timely access to documents relevant to the relocation <br />program, <br />• Encourage meaningful participation in reviewing the Relocation Plan and monitoring the relocation <br />assistance program, including the project area occupants, <br />• Provide technical assistance necessary to interpret elements of the Relocation Plan and other <br />pertinent materials, and <br />• Issue a general notice concerning the availability of the Plan for public review, as required, 30 days <br />prior to its proposed adoption.
