Dear Mayor and Members of the Santa Ana City Council, <br />On behalf of the Apartment Association of Orange County (AAOC), I write as a follow up regarding the upcoming <br />proposed adoption of the Proactive Rental Enforcement Program (PREP). <br />After having had the opportunity to meet with city staff to examining the varying positions and provide industry <br />feedback, we are happy to have reached agreement on the current items of concern, specifically the adjustment of the <br />annual rental housing inspection per unit fee. <br />With our support, city staff recommends a $2.00 increase in the total PREP inspection fee which includes all city <br />costs. As well, the matter of future PREP fee adjustments being benchmarked to the U.S. Consumer Price Index (CPI) will <br />be tabled until a citywide comprehensive department fee study is completed. We believe these changes are reasonable <br />and necessary. The Apartment Association of Orange County therefore supports the staff recommendation. <br />For over 25 years, the Santa Ana Proactive Rental Enforcement Program has served a valuable role in ensuring that all <br />residential rental properties in Santa Ana be maintained in full compliance with the applicable provisions of the Santa <br />Ana Municipal Code, the various California Codes and the State of California Health and Safety Code. <br />The Apartment Association of Orange County is proud to have helped start this program.
