Authorize the City Manager and Clerk of the Council to award and <br />execute a construction contract to Asplundh Construction Corp., the <br />lowest responsible bidder, in accordance with the base bid plus <br />Alternates I, II, III, IV, and V, in the amount of $1,170,984, for the term <br />beginning upon execution of the contract and ending upon project <br />completion, for the Harbor Boulevard Traffic Signal Improvements <br />project, subject to nonsubstantive changes approved by the City <br />Manager and City Attorney. <br />2.
