Vice <br />Chairman Mill opened the public hearing. Joe Killingbeck voiced concerns about the <br />existing use of the property which produces noxious fumes that blow over <br />neighborhood, he also indicated that cleanup of the soil may be required. Vice <br />Chairman Mill opened the public hearing. Gustavo De Haro, representing AMCAL, <br />provided a presentation and answered questions on the proposed development <br />project and spoke in support of the project. Written communication was received <br />from Deanne Tate from Veterans First, Cesar Covarrubias from The Kennedy <br />Commission, Larry Brose from the Orange County Business Council, and Michael <br />Balsamo from Building Industry Association of Southern California, stating support of <br />the project. There were no other speakers on the matter and the hearing was <br />closed. <br />MOTION: Recommend that the City Council: <br />1. Approve and adopt the Mitigated Negative Declaration and Mitigation <br />Monitoring Program, Environmental Review No. 2016-14. <br />2. Adopt a resolution approving General Plan Amendment No. 2016-01. <br />3.
