This plan addresses the need to modernize parking structures, <br />enhance public amenities, and address deferred maintenance in the Downtown. As such, staff has <br />begun conceptual design work of the four Downtown parking garages and one surface parking lot <br />owned by the City. The improvements include: structural repairs, automated parking control <br />enhancements, interior and exterior painting, and the addition of ADA accessible bathrooms <br />adjacent to Plaza Calle Cuatro and at the surface parking lot located at 201 E. Third Street. <br />The current parking management company that is responsible for the on-site operations of these <br />parking facilities has been in place for three years and has been on a month to month contract since <br />May 2015. In order to ensure a level of services that will complement the implementation of new <br />automated parking equipment and reflect industry best -practices, staff recommends hiring a <br />professional parking consultant to facilitate in the development of a Request for Proposals (RFP) <br />and the selection of a qualified parking operator. <br />On January 22, 2016 a Request for Qualifications (RFQ No. 16-011) for Parking Consultant <br />Services was released and posted on the City's online bid management and publication system with <br />proposals due by February 25, 2016. Two proposals were received and reviewed by a four - <br />member committee comprised of staff from the City Manager's Office, Public Works Agency and <br />Finance & Management Services Agency. As a result, each of the responding consultants was <br />interviewed and evaluated based on experience, qualifications, project understanding and past <br />25C-1 <br />
