REQUEST FOR <br />COUNCIL ACTION <br />CITY COUNCIL MEETING DATE: <br />MAY 17, 2016 <br />TITLE: <br />PURCHASE AGREEMENT FOR BRISTOL <br />STREET IMPROVEMENTS PHASE 3A <br />(PROJECT NO. 136792 NONGENERAL FUND) <br />(STRATEGIC PLAN NOS. 6, 1G; 3,2C) <br />CITY MANAGER <br />RECOMMENDED ACTION <br />CLERK OF COUNCIL USE ONLY: <br />❑ As Recommended <br />❑ As Amended <br />❑ Ordinance on 151 Reading <br />❑ Ordinance on 2 "d Reading <br />❑ Implementing Resolution <br />❑ Set Public Hearing For <br />CONTINUED TO <br />f044lTZF11TA» ? <br />Authorize the City Manager and Clerk of the Council to execute a Purchase Agreement and a <br />temporary construction easement with property owners Enna Coreas and Gabriel Aparicio, for <br />the property commonly known as 1312 West 9th Street (APN 004 - 123 -11), for partial acquisition <br />of said real property, temporary construction easement, and goodwill (if any), in the amount of <br />$15,200, subject to nonsubstantive changes approved by the City Manager and City Attorney. <br />DISCUSSION <br />Bristol Street is a major north -south transportation facility which is designated as a major arterial <br />highway in the City's Circulation Element of the General Plan. Improving the 3.9 -mile Bristol <br />Street segment from Warner Avenue to Memory Lane has been a long -term priority project that is <br />being constructed in several phases. Improvements include widening the street from two to three <br />lanes in each direction, raised landscape medians, and bike lanes. Public Works Agency staff is <br />acquiring properties for the development of Phase 3A, bounded by Civic Center Drive and <br />Washington Avenue. Property acquisitions for this phase are expected to be completed by spring <br />2017 and construction is anticipated to begin in summer 2017. <br />To accommodate the improvements and widening for Phase 3A, acquisition of a portion of the <br />property known as 1312 West 9th Street is necessary (Exhibit 1). The offer, based on the <br />appraised values prepared by a licensed appraiser in the State of California, was made and <br />accepted by the property owner. The full purchase price for the partial acquisition listed above is <br />shown in the attached agreement (Exhibit 2). <br />25E -1 <br />
